His slows now stack with diminishing returns, and the changes scale better with levels — which means mid lane Hwei benefits more than bot lane Hwei.

I believe this is the right direction. Hwei's been in a weird spot where his damage felt too spread out across single spell casts. These changes reward you for actually chaining abilities together. If you've been sleeping on Hwei mid, now's the time to pick him back up.

Lillia — Faster Clears, Back to Zooming

Lillia's Dream-Laden Bough monster damage cap is jumping from a flat 65 to 70–180 based on level. That's a massive scaling buff for her jungle clear.

Clear speed and movement speed are what make Lillia Lillia. When those feel weak, she doesn't feel like herself. This restore should get her back to being the speed-farming, sleep-bombing jungler she's supposed to be. If you enjoy her playstyle, she's going to feel noticeably better by mid-game.

Lucian — More Dashes, More Early Pressure

Lucian's getting reduced cooldown and mana cost on Relentless Pursuit across the board. Riot wants to differentiate him from Corki as an early-game ability caster — and the way they're doing it is through mobility.

More frequent dashes in lane means more aggressive trades, more outplay potential, and more reasons to pick Lucian over other bot lane bullies. Riot's watching his solo lane performance closely, though — so if he starts popping off mid, expect follow-up nerfs.

Viego — Buffed, But With an Asterisk

This one's interesting. Viego's getting base damage buffs on Blade of the Ruined King (Q) and missing HP damage on Heartbreaker (R). Sounds like a straight buff — but Phroxzon himself admitted there are "notable discrepancies" between Riot's internal data and external stats.

Translation: Viego might not actually be as weak as Riot's data suggested. The buffs are going through, but keep your eyes on hotfix territory.
